According to IBM's analysis, artificial intelligence has entered that final, most consequential stage. Rob Thomas, IBM's Senior Vice President and Chief Commercial Officer, frames the current moment as one in which enterprises must fundamentally rethink how they govern AI — shifting from the tight, proprietary controls of early development toward transparent, standards-based models suited to infrastructure-grade technology.
The argument rests on a pattern familiar to anyone who has watched the evolution of electricity, telecommunications, or cloud computing. In each case, the early movers who built closed systems eventually ceded ground to open standards once the technology became too deeply embedded in the broader economy to remain under any single entity's control. From walled gardens to open governance
In the early lifecycle of any software category, closed architectures carry real advantages. The history of enterprise technology is littered with examples: proprietary databases in the 1980s, vertically integrated mobile platforms in the 2000s, and the first wave of cloud services in the 2010s all followed this playbook before market pressure and interoperability demands forced greater openness.
The transition from product to infrastructure changes the calculus. When AI models underpin automated decision-making, code generation, network security, and supply chain optimization, the cost of vendor lock-in compounds. Switching costs rise, integration complexity multiplies, and the risk profile of any single point of failure grows in proportion to the technology's reach. IBM's position is that open governance — transparent model documentation, auditable training pipelines, and interoperable standards — becomes a practical requirement rather than an ideological preference at this scale.
This echoes a broader pattern in enterprise IT. The rise of Linux and open-source middleware in the early 2000s demonstrated that infrastructure-layer technologies tend to commoditize, and that vendors who resist openness often find themselves marginalized as ecosystems coalesce around shared standards. IBM itself underwent a strategic reorientation during that era, investing heavily in open-source ecosystems after decades of proprietary mainframe dominance. The current argument about AI governance carries echoes of that earlier pivot.
The margin question
The economic logic deserves scrutiny. IBM's framing ties governance directly to margin protection — an unusual angle in a discourse more commonly dominated by ethics and regulatory compliance. The reasoning is that poorly governed AI infrastructure introduces hidden costs: model drift that degrades output quality, opaque decision-making that triggers regulatory penalties, and integration fragility that inflates maintenance overhead. Each of these erodes the efficiency gains that justified AI adoption in the first place.
For enterprises running AI at infrastructure scale, governance is not a compliance checkbox but an operational discipline akin to site reliability engineering or financial controls. The question is whether the industry will converge on shared governance frameworks or whether competing proprietary standards will fragment the landscape — a tension that remains unresolved in practice even as the rhetorical consensus around openness grows.
It is worth noting that IBM's advocacy for open governance aligns neatly with its own competitive positioning. A company that no longer dominates the model-training layer has clear incentives to promote interoperability and resist the consolidation of value around a small number of frontier model providers. Whether that alignment undermines or reinforces the argument is a judgment each enterprise will need to make for itself.
What remains clear is the underlying structural shift. AI is no longer a tool that sits alongside enterprise operations; it is becoming the substrate on which those operations run. The governance models designed for experimentation-phase AI — informal, centralized, often ad hoc — were not built for that weight. Whether the replacement frameworks emerge from industry consortia, regulatory mandates, or the competitive dynamics of the vendor ecosystem itself is among the more consequential open questions in enterprise technology today.
