The Dutch cabinet is moving to allow candidates at universities of applied sciences (HBO) to earn a doctoral title through a new Professional Doctorate (PD) program. Proponents of the initiative view the degree as a necessary form of formal recognition for their research contributions.

However, the proposal has met with political resistance. Members of the VVD party, for instance, have expressed concerns regarding "title inflation," cautioning against the degree becoming merely another rung on an increasingly crowded ladder of academic achievement.
